Al Shabaab collecting zakat in Somalia

The Al Qaeda-affiliated Jihadist organization Al Shabaab is reported to be collecting zakat from the citizenry of Somalia to help finance its terror campaign.
News reports claim that Al Shabaab is “extorting” this money on the pretense that it is for the “needy” and then are turning around and using it for military activities, but Shariah law permits the use of zakat to support those fighting in the way of allah for whom there is no allotment on a regular army roster. Therefore, while Al Shabaab may in fact be extorting this money from citizens, it does not have to do so on the pretense that the money is going to the “needy…”
